Delegated admin

We would like an feature, to enable some form of delegated Admin access.
We currently have a few other departments, that would like to use our Au2mator instance, to code 3-5 services.
So the ability to give them administrative access, on their own "space", would be amazing!
The delegated admin, should have access to things like:
Service groups under the delegated space
Create and delete service groups / services, under their own space
Specify own runbook workers
Limit users to myself
Define the company picture
... and many more

But an "global admin", should be able to overrule each of the settings.
